Key Takeaways
- At a sample $120 blended rate, web application development cost runs about $36,000 to $72,000 for a simple internal tool, $96,000 to $180,000 for a customer portal, $180,000 to $360,000 for a SaaS platform and $360,000 or more for an enterprise platform.
- Our worked customer portal estimate is 1,157 hours, or $138,840. Add a 15% contingency and plan for about $159,700.
- The sample portal's hosting is $146 a month at Amazon Lightsail list prices (October 2026). Card fees on $100,000 a month, paid as 500 card payments, would be $3,050.
- Budget 15% to 25% of the build cost every year for maintenance, per Keyhole Software's 2026 benchmark.
- Do not trim login and access control to save money. Broken access control tops the OWASP Top 10:2025.
Your web application development cost depends less on how many screens you have and more on what happens behind them. Who logs in, what can each person see, and which systems does the app talk to? A small internal tool and a SaaS product can look alike in a demo, yet one can cost ten times more.
This guide covers browser-based software only. For mobile, AI and legacy projects, see our pillar guide on custom software development cost; for the build process, read our web application development guide.
How Much Does a Web Application Cost in 2026?
A custom web application usually costs $36,000 to $72,000 for a simple internal tool, $96,000 to $180,000 for a customer portal, $180,000 to $360,000 for a SaaS platform, and $360,000 or more for an enterprise platform. These ranges assume a $120 blended hourly rate. Timelines run from two months to well over a year.
A blended rate is the average hourly price across the whole team. We use $120 because it sits inside the $90 to $149 mid-level North American range in Keyhole Software's 2026 cost benchmark (January 2026). Treat it as a planning number, not a quote.
| Tier | Typical example | Hours | Cost at $120/hr | Timeline |
|---|---|---|---|---|
| Simple internal tool | Staff approval or lookup tool, one or two roles | 300 to 600 | $36,000 to $72,000 | 2 to 3 months |
| Customer portal | Customers track orders, pay invoices, raise tickets | 800 to 1,500 | $96,000 to $180,000 | 4 to 6 months |
| SaaS platform | Subscriptions, multi-tenancy, self-serve sign-up | 1,500 to 3,000 | $180,000 to $360,000 | 6 to 10 months |
| Enterprise web platform | Many roles, single sign-on, legacy integrations, audit trails | 3,000 to 8,000+ | $360,000 to $960,000+ | 9 to 18+ months |
Multi-tenancy means one copy of the software serves many customer companies while keeping each company's data separate. It is the main reason SaaS products cost more than portals of similar size.
Keyhole's benchmark of more than 200 projects shows a similar spread: $40,000 to $120,000 for simple builds and $300,000 to over $1 million for complex ones.
Do not compare these numbers with website quotes. Clutch's web development pricing guide (updated September 2026) puts the average agency project near $66,500, with most under $10,000, but those figures mostly describe websites.
How Much Does Each Web App Feature Cost?
Individual web app features usually cost $4,800 to $48,000 each at a $120 blended rate. Login, admin screens and basic reporting sit toward the low end. Payments, real-time updates, multi-tenancy and AI features cost more because they carry more edge cases, more testing and ongoing fees from outside providers.
Hours below are our own planning ranges.
| Feature | Hours | Cost at $120/hr | Ongoing costs |
|---|---|---|---|
| Authentication and roles (login, multi-factor login, SSO, permissions) | 40 to 160 | $4,800 to $19,200 | Identity provider fees, if used |
| Admin dashboard (users, settings, audit log) | 60 to 200 | $7,200 to $24,000 | Hosting only |
| Payments and subscriptions (checkout, plans, invoices, retries) | 60 to 240 | $7,200 to $28,800 | Processor fees per payment |
| Third-party integration, each (CRM, accounting, ERP) | 40 to 200 | $4,800 to $24,000 | API fees; fixes when vendors change |
| Real-time features (live status, chat, alerts) | 60 to 200 | $7,200 to $24,000 | Extra server capacity |
| Reporting (filters, charts, exports) | 40 to 240 | $4,800 to $28,800 | Dashboard tool licenses, if embedded |
| AI features (document search, summaries, assistants) | 80 to 400 | $9,600 to $48,000 | AI model fees per request |
| Accessibility to WCAG 2.2 level AA | 40 to 120 | $4,800 to $14,400 | Re-testing on big releases |
| Multi-tenancy (SaaS only) | 120 to 300 | $14,400 to $36,000 | More testing per release |
Single sign-on (SSO) lets people use one company login across many apps. A CRM tracks customers and sales, and an ERP runs orders, stock and accounting. An API is how one system exchanges data with another.
Give authentication and roles their full budget. The OWASP Top 10:2025, a ranking of the most serious web app security risks, puts broken access control first and authentication failures seventh.
Payment fees sit outside the build cost. Stripe's pricing page (checked October 2026) lists 2.9% plus 30 cents per successful US card charge, and Stripe Billing adds 0.7% of billing volume for subscriptions.
WCAG 2.2, the W3C's guidelines for making web content usable by people with disabilities, has a current version dated 12 December 2024. Under the European Accessibility Act, EU countries had to apply its rules from 28 June 2025, and the European Commission lists e-commerce among the covered services.
What Does a Customer Portal Cost? A Worked Estimate
Our sample customer portal comes to 1,157 hours of work. At a $120 blended rate, the build costs $138,840. Add a 15% contingency for unknowns and the budget to plan is $159,666, with about four months from discovery to launch for a small team working in two-week sprints.
Picture a mid-sized distributor whose business customers log in to track orders, download invoices, pay online and raise tickets. Order and invoice data already lives in the company's ERP.
| Work item | Hours | Cost at $120/hr |
|---|---|---|
| Discovery and clickable design | 120 | $14,400 |
| Authentication, roles and SSO | 80 | $9,600 |
| Customer dashboard | 60 | $7,200 |
| Order history and tracking | 80 | $9,600 |
| Invoices and online payments | 60 | $7,200 |
| Support tickets | 80 | $9,600 |
| Document library | 40 | $4,800 |
| Email notifications | 30 | $3,600 |
| Admin dashboard | 100 | $12,000 |
| ERP integration | 120 | $14,400 |
| Reports and CSV export | 40 | $4,800 |
| Accessibility to WCAG 2.2 AA | 40 | $4,800 |
| Hosting setup and CI/CD pipeline | 40 | $4,800 |
| Build subtotal | 890 | $106,800 |
| QA and security testing (20% of build hours) | 178 | $21,360 |
| Project management (10% of build hours) | 89 | $10,680 |
| Total | 1,157 | $138,840 |
| Contingency (15% of total) | $20,826 | |
| Budget to plan | $159,666 |
A CI/CD pipeline (continuous integration and delivery) tests and deploys new code automatically. Here is the arithmetic:
- Build hours: 120 + 80 + 60 + 80 + 60 + 80 + 40 + 30 + 100 + 120 + 40 + 40 + 40 = 890.
- Add QA (890 times 0.20 = 178) and project management (890 times 0.10 = 89): 890 + 178 + 89 = 1,157 hours.
- Cost: 1,157 times $120 = $138,840.
- Contingency: $138,840 times 0.15 = $20,826, so plan for $159,666.
Three people at about 130 focused hours a month each deliver 390 hours a month, so 1,157 divided by 390 is roughly three months. Approvals and user testing stretch that to about four months.
Hours matter as much as the rate. The same 1,157 hours cost $69,420 at $60 an hour and $173,550 at $150, but a cheaper rate only saves money if rework does not add hours.
How Much Does It Cost to Host a Web Application?
Hosting is usually the smallest recurring line in a web app budget. Our sample customer portal runs on about $146 a month at Amazon Lightsail list prices, checked on October 20, 2026. Larger SaaS and enterprise platforms that need autoscaling, extra redundancy and compliance controls cost far more each month.
Prices below come from the Amazon Lightsail and Amazon SES pricing pages, checked October 20, 2026.
| Component | Service and size | Monthly list price |
|---|---|---|
| Two app servers, so one can fail safely | Lightsail general purpose instance, 4 GB memory, 2 vCPUs, 80 GB SSD | 2 times $24 = $48 |
| Load balancer | Lightsail load balancer | $18 |
| Managed database | Lightsail high availability database, 2 GB memory, 80 GB SSD | $60 |
| Invoice and document storage | Lightsail object storage, 100 GB bundle | $3 |
| CDN | Lightsail distribution, 200 GB transfer bundle | $10 |
| Backups | 100 GB of snapshots at $0.05 per GB-month | $5 |
| Transactional email | Amazon SES, 20,000 emails at $0.10 per 1,000 | $2 |
| Total | $146 a month ($1,752 a year) |
A load balancer spreads traffic across servers so one failure does not take the app down. A CDN (content delivery network) serves files from locations close to users.
Lightsail halves transfer allowances in some regions, such as Sydney, and the total leaves out monitoring tools. And SaaS products with spiky traffic outgrow fixed bundles; Keyhole puts hosting for custom software at $500 to over $10,000 a month. Our cloud and DevOps team sizes that step on AWS, Azure or Google Cloud.
Payment fees can dwarf hosting. Say the portal collects $100,000 a month as 500 card payments of $200. At 2.9% plus 30 cents, that is $2,900 + (500 times $0.30) = $3,050, about 21 times the hosting bill. Stripe lists ACH Direct Debit, the US bank-to-bank transfer network, at 0.8% capped at $5, so the same payments cost 500 times $1.60 = $800.
How Much Does Web App Maintenance Cost Each Year?
Plan to spend 15% to 25% of the original build cost each year on maintenance and support, according to Keyhole Software's 2026 benchmark. For our $138,840 sample portal, that is about $20,800 to $34,700 a year, before new features, which Keyhole puts at a further 10% to 15% a year.
Maintenance covers security patches, framework upgrades, fixes when an outside API changes, monitoring and tested backups. The OWASP Top 10:2025 ranks software supply chain failures third, so keep third-party packages current.
| First year after launch | Low | High |
|---|---|---|
| Hosting (Lightsail example) | $1,752 | $1,752 |
| Maintenance at 15% to 25% of $138,840 | $20,826 | $34,710 |
| Year-one running cost | $22,578 | $36,462 |
Payment fees, new features and security tests come on top; Keyhole lists penetration testing at $5,000 to $20,000 each.
How Can You Lower the Cost to Build a Web Application?
Cut scope, not quality. Launch with the smallest feature set that proves value, use proven services for payments and login, connect to systems you already own, and settle requirements before code starts. Skipping testing, security or accessibility only moves the cost to later, usually with interest.
- Start with discovery. We map goals, users and systems and agree on scope and an estimate before any code is written.
- Ship an MVP first. A minimum viable product (MVP) is the smallest version real users can rely on. Add the rest once usage proves the need.
- Approve clickable designs early. Changing a screen in a design tool takes minutes; changing it after the database is built takes days.
- Buy commodity parts. Payment and identity providers' fees usually cost less than rebuilding what they do.
- Match the contract to the scope. Fixed price suits clearly defined projects and MVPs, time and materials suits evolving products, and a dedicated team suits long roadmaps.
Sometimes the right move is not to build. If an off-the-shelf tool covers a workflow that does not set you apart, subscribe instead. If you cannot fund yearly upkeep, wait.
Getting an Accurate Web Application Development Cost Estimate
Your web application development cost comes down to hours times rate, plus the running costs that follow launch. A portal like our example lands near $139,000 to build, $146 a month to host and $20,800 to $34,700 a year to maintain. Your numbers will differ, so list your features, roles and integrations and price each one.
That is what discovery at Software Solutions Inc. does. We sign an NDA, map your users and systems, and give you a detailed estimate before any code is written. You own all source code and designs, with no lock-in. See our web application development services, or book a free consultation and we will reply within one business day.

Frequently Asked Questions
A simple web app, such as an internal approval tool with one or two user roles and a single data source, usually takes 300 to 600 hours. At a $120 blended rate, that comes to $36,000 to $72,000. A clickable prototype can test the idea with users for far less before you commit.
A SaaS platform with subscriptions, multi-tenancy, self-serve sign-up and usage reports usually takes 1,500 to 3,000 hours, or $180,000 to $360,000 at a $120 blended rate. Many teams launch a smaller MVP first, then add billing tiers, integrations and analytics once paying customers confirm demand.
Plan two to three months for a simple internal tool, four to six months for a customer portal, six to ten months for a SaaS platform, and nine to 18 months or more for an enterprise platform. Discovery, design approvals, integrations and compliance reviews are the usual reasons timelines stretch.
The US Bureau of Labor Statistics reports a median wage of $47.85 an hour for web developers and digital designers in May 2025. An agency rate also pays for project management, design, QA, security testing, tools and benefits, so billed rates land well above salary figures.
Building to WCAG 2.2 level AA from the first sprint typically adds 40 to 120 hours, or $4,800 to $14,400 at a $120 rate, in our planning ranges. Retrofitting later costs more because fixes touch every screen. If you sell online to EU consumers, the European Accessibility Act has applied since 28 June 2025.
